CALFED is a joint state/federal process created for the long-term management of the San Francisco Bay-Delta system.

Initiated in 1995, the CALFED program attempts to engage a broad number of stakeholders in a consensus process to resolve conflicts over the management and use of the Bay-Delta resources. Thus, CALFED was and remains a primary policy target for the Coalition.

EJCW interjected new voices into CALFED, by submitting comments on CALFED projects and documents and participating on the advisory committee.

EJCW developed EJ language that was incorporated into CALFED's Record of Decision, committing CALFED programs and its federal and state partners to develop a comprehensive environmental justice implementation plan with the express participation of the Coalition and the public at large.

EJCW has also created environmental justice performance measures for virtually every program area. These performance measures will hold CALFED accountable when it claims that it is already doing EJ work.
In 2005, the governor mandated a managerial, fiscal and governance audit of CALFED. The governance review recommended the restructuring of CALFED and a new 10-year action plan framework has been developed in response to these recommendations. EJCW has been actively involved and will continue to work with CALFED officials to ensure that the new structure is democratic, inclusive, and accountable to the community.
EJCW will continue to advocate for implementation of environmental justice guidelines in the CALFED program plans, as well as increased funding for environmental justice community projects.
